Which CMS is best of Local Gov site?

I am in the process of creating a website of  small city. They want a CMS that is Open Source.  Which CMS do you guys feel will best fit this type site?  I was thinking about Joomla.

I don't know what your requirements are but please check out OpenEdit - it's open source, it may be what you are looking for.

If you haven't already selected a CMS product take a look at Tandem Server CMS http://www.tandemserver.org.  I have been very impressed with it.  For one thing it doesn't use your typical DB to store it's data, it uses XML files. For another, it is extremly easy to setup.  It is the easiest I have found.

Tandem Server CMS also has so many features it is impossible to list them all.  If you go to their site and run their on line demo you will see what I mean.

I had been looking for an easy to use CMS for the past 2 or 3 months so I have kicked the tires of many of the CMSs listed on CMS Matrix and I finally settled on Tandem Server CMS.

It really will be worth your time to check it out.
