So i've been looking at a few CMS systems so far to do some management of our website content, but all i've looked at put too many hands into the content. typo3, opencms, joomla, to name a few. I've searched the list here, and still am searching (taking quite a while), so i thought maybe somebody here can give me some quick suggestions to try off the top of their head based on my requirements below.

What i'm looking for is this:

Content add: ability to be able to simple upload a html file(s)/folder(s), publish it, and there it is. No fancy templates, no fancy editors and page section adding, no crazy content modules, basically no content manuipulation if possible. i dont want the cms analyzing the inside of my html, just managing the containers of the html.

Versioning: ability to keep multiple versions of a file/folder/site

Publishing: ability to push a file/folder/site out to a static directory for apache to serve.

Approval: simple approval of content and moving of content between offline/online state.

Security: locking of a file/folder/site to users and roles (not required, but a nice to have).

Requirements: php is good, mysql is good, java .war for tomcat, ehh, i can live with that. no mod_perl stuff (i tried that with Bricolage and having to install a gazillion perl modules). this'll be on linux.

Cost: free is nice, but we could pay a couple hundred or so if the software fits the bill.

Any suggestions as to a CMS, or whatever, that will do this?

Might take a look at our open source CMS, OpenEdit

It meets many of your requirements.

Do you already have a site set up and you are wanting a CMS package to handle what's already there and then be able to add new content?
