I worked with this CMS for 3+ years and it seemed pretty stable. I was a contractor on-site and the Fed employees were really "in charge" of any development or command-line operations. They did not want us to do anything "radical" like really turbo-charge the thing with some command-line operations.

I found it to be very stable and it is probably customizable, but we were limited in what we could get away with, so my experimentation was nipped in the bud. Works seamlessly with Arbortext/Epic. Used it daily.
